MFB/REUNION DE CABINET : VERS L’ORGANISATION D’UN SEMINAIRE PORTANT ELABORATION DU PLAN STRATEGIQUE 2022-2026 DU MINISTERE CHARGE DES FINANCES ET DU BUDGET

Suite au séminaire gouvernemental qui s’est achevé le week end dernier, le ministre chargé des finances et du budget Hervé Ndoba a présidé, ce lundi 11 octobre, dans la salle de conférences de son département, la traditionnelle réunion de cabinet, regroupant ses très proches collaborateurs. Les préparatifs du séminaire portant élaboration du plan stratégique 2022-2026 était au centre des échanges.

En vue d’apporter une réponse qui soit en adéquation avec les transformations, notamment, dues à la digitalisation, le ministère chargé des finances et du budget sera en séminaire du 28 au 30 octobre 2021. Baptisé « Le ministère chargé des finances et du budget, face aux défis de la modernisation et de la digitalisation », ce séminaire vise à donner aux responsables, cadres et agents du ministère chargé des finances et du budget les clés de compréhension des mutations profondes qui attendent ce département sur la période de 2022 à 2026, et les perspectives.

Au cours de la rencontre de ce jour, l’inspecteur général des finances, Germain Wasmoustoyo a fait un débriefing au ministre Ndoba sur la réunion qu’il a présidée le weekend. En effet, la salle de réunion de l’Inspection générale des finances a abrité, le samedi 09 octobre, une réunion au cours de laquelle, les participants ont procédé à la composition des différentes commissions, en l’occurrence, la commission amélioration de la mobilisation des ressources, la commission optimisation des dépenses, la commission amélioration de la gouvernance et de la transparence, la commission optimisation de la gestion de trésorerie, commission renforcement des capacités, Ressources humaines et matérielles, la commission harmonisation des textes, la commission digitalisation des procédures et des processus, et la commission amélioration de la communication institutionnelle.

En sus des différentes commissions mises en place, un comité scientifique ayant la responsabilité technique et juridique de l’organisation du séminaire ainsi qu’un comité d'organisation dont le rôle est l'organisation matérielle et administrative du séminaire ont été mis en place. A l’issue de cette information, le ministre Hervé Ndouba a donné des instructions aux fins de peaufiner les termes de références en ce qui concerne chaque commission et d’impliquer les acteurs extérieurs et partenaires techniques et financiers dont la présence est indispensable pour le succès de cet événement de taille pour les finances publiques de la République centrafricaine.

Il n’est pas inutile de rappeler que le ministère chargé des finances et du budget joue un rôle stratégique dans la mobilisation des ressources permettant ainsi, la mise en œuvre de la politique du gouvernement. A cet effet, ce séminaire répond à d’importants objectifs stratégiques, et facilite la traduction de la vision du président de la République, chef de l’Etat, Pr. Faustin Archange Touadéra, relative aux finances publiques.

MFB/CABINET MEETING: TOWARDS THE ORGANISATION OF A SEMINAR ON THE DEVELOPMENT OF THE 2022-2026 STRATEGIC PLAN OF THE MINISTRY IN CHARGE OF FINANCE AND BUDGET

After the government seminar which ended last weekend, the minister in charge of finance and budget Hervé Ndoba chaired the traditional cabinet meeting on Monday 11 October in the conference room of his department, bringing together his very close collaborators. The preparations for the seminar on the development of the 2022-2026 strategic plan was at the centre of the discussions.

In order to provide a response that is in line with the transformations, particularly those due to digitalisation, the ministry in charge of finance and budget will be holding a seminar from 28 to 30 October 2021. Dubbed "The ministry in charge of finance and budget, facing the challenges of modernisation and digitalisation", this seminar aims at giving the managers, executives and agents of the ministry in charge of finance and budget the keys to understanding the profound changes that await this department over the period from 2022 to 2021, and the perspectives.

During today's meeting, the Inspector General of finance, Germain Wasmoustoyo debriefed minister Ndoba on the meeting he chaired at the weekend. Indeed, the meeting room of the Inspectorate General of finance hosted a meeting on Saturday, October 9, during which participants proceeded to the composition of various commissions, namely, the commission to improve resource mobilization, the commission to optimize expenditure, the commission to improve governance and transparency, the commission to optimize cash management, the commission to strengthen capacities, human and material resources, the commission to harmonize texts, the commission to digitize procedures and processes, and the commission to improve institutional communication.

In addition to the various commissions set up, a scientific committee with technical and legal responsibility for the organisation of the seminar and an organising committee whose role is the material and administrative organisation of the seminar were set up. Following this information, minister Hervé Ndouba gave instructions to refine the terms of reference for each committee and to involve external actors and technical and financial partners whose presence is essential for the success of this major event for the Central African Republic's public finances.

It is worth recalling that the ministry in charge of finance and budget plays a strategic role in the mobilisation of resources, thus enabling the implementation of government policy. To this end, this seminar meets important strategic objectives and facilitates the translation of the vision of the President of the Republic, Head of State, Pr. Faustin Archange Touadéra, regarding public finance.
